CARDI Vacancies to be based in Yogyakarta

CARDI, an international NGO consortium providing support to persons affected
by conflict and natural disaster is looking for qualified national
candidates to fill :

PROJECT MANAGER (Code : PM - YG)
PROJECT OFFICER EDUCATION (Code : POE - YG)
PROJECT OFFICER WATSAN (Code : POW - YG)
ADMIN & LOGISTIC OFFICER (Code : AD/L – YG)
FINANCE OFFICER (Code : FO - YG)

PROJECT MANAGER (Code : PM - YG)

OVERALL RESPONSIBILITY
Under the supervision of the CARDI Field Coordinator, the Project Manager
will be responsible for the design, implementation and monitoring of CARDI’s
permanent school construction program activities within the provinces of
Yogyakarta and Central Java.

Responsibilities

- Implement CARDI’s school construction program working in close
collaboration with Community Leaders and members to assure that programming
initiatives are community led and contextually appropriate.
- Working in concert with the Admin and Logistics Officer, procure all
materials and supplies required to implement CARDI’s school construction
program. All procurement should be carried out in strict compliance of
CARDI’s procurement policy.
- Working closely with the Grants Officer, establish appropriate
program monitoring systems that will produce accurate and useful data to
inform CARDI program reporting. In addition program activity data should
also be leveraged to evaluate and improve school construction programming on
an ongoing basis.
- Compile and produce accurate program activity reports using the
above collected data as per both internal and donor reporting requirement
schedules.
- Negotiate and document formal approval for construction activities
from school authorities (government or private school administration) and
the communities.
- Oversee the contractors and ensure that construction (especially
materials and construction techniques) meets specified quality standards and
the agreed timeline.
- Develop and oversee the on-the-job training for tukang and school
committee and community meetings/workshops on earthquake-resistan t building
techniques.
- Directly supervise the Project Officer
- Ensure that all Shelter program staff are aware and operate in
compliance with CARDI’s Code of Conduct policies.

Qualifications:

- University Degree in Civil Engineering.
- Three years experience of implementing Shelter or similar resource
distribution programs for INGO/NGOs.
- Proficiency in English (spoken and written)
- Computer literate in MS Word and MS Excel and E-mail
- Ability to work in and contribute to team building environment.
- Ability to cope with more than one task at the same time and as part
of a team as well as to work autonomously when required
- Able to work with all levels within the organization
- Able to use initiative and make appropriate decisions
- Highly responsible, reliable, honest and punctual.
- Excellent interpersonal, organizational and communication skills

PROJECT OFFICER EDUCATION (Code : POE - YG)

OVERALL RESPONSIBILITY
Under the supervision of the CARDI Field Coordinator, the Project Officer
(Education) will assist in the implementation and monitoring of CARDI’s
disaster preparedness and hygiene trainging program activities within the
province of Yogyakarta and Central Java.

Responsibilities
- Design and manage the implementation of the community and school
based disaster education and hygiene trainings.
- Design, implement, and analyse a baseline and end-of-project
assessment of disaster preparedness and hygiene knowledge and behaviours.
- Adapt CARDI’s existing hygiene campaign resources, and create
disaster preparedness resources and methodologies to target specific
knowledge gaps and unsafe behaviours of the target population.
- Recruit, train, and oversee the work of the Community Promoters and
the Drama and Music Student Volunteers.
- In coordinator with the Admin and Logistics Officer, procure all
educational materials for the constructed schools.
- Act as the CARDI’s representative in all Education Cluster and
coordination meetings, ensuring that CARDI’s effort within the Education
cluster/sector are coordinated and/or complimentary to other implementing
partners’ programs.
- Working closely with the Grants Officer, establish appropriate

Qualifications:
- University Degree in Education with background in Environmental
Health
- Experience of implementing educational/ community training programs
for INGO/NGOs.
- Proficiency in English (spoken and written)
- Computer literate in MS Word and MS Excel, and E-mail
- Ability to work in and contribute to team building environment.
- Ability to cope with more than one task at the same time and as part
of a team as well as to work autonomously when required
- Able to work with all levels within the organization
- Able to use initiative and make appropriate decisions
- Highly responsible, reliable, honest and punctual.
- Excellent interpersonal, organizational and communication skills

PROJECT OFFICER WATSAN (Code : POW - YG)

OVERALL RESPONSIBILITY
Under the supervision of the CARDI Project Manager, the Project Officer
(WatSan) will assist in the implementation and monitoring of CARDI’s
permanent school and WatSan construction program activities within the
province of Yogyakarta and Central Java.

Responsibilities
- Assist in overseeing and monitoring the progress and quality of
school and water and sanitation construction.
- Support the completion of site evaluations during the project launch
period.
- Contribute to the completion of detailed design and bill of
quantities.
- Working closely with the Admin and Logistics Officer ensure that all
construction materials and supplies are procured, stored and distributed in
accordance with CARDI’s procurement and warehousing policy.
- Monitor construction works on a daily basis and maintain detailed
records.
- Source furnishings and equipment vendors in coordination with the
Admin and Logistics Officer.
- Ensure that all casual labourers or contractors are aware and
operate in compliance with CARDI’s Code of Conduct policies.
- Assist in the design and implementation of on-site job training and
capacity building for tukangs, and construction site supervisors.
- Assist in conducting meetings and workshops with the school
committees and other community stakeholders to discuss the construction
process and the importance of earthquake resistant building techniques.
- Assist in the identification and training of a School Maintenance
Officer.

Qualifications:
- University Degree in Environmental Engineering with background in
Water and Sanitation.
- Experience of implementing Water and Sanitation programs for
INGO/NGOs.
- Proficiency in English (spoken and written)
- Computer literate in MS Word and MS Excel, E-mail and CAD
- Ability to work in and contribute to team building environment.
- Ability to cope with more than one task at the same time and as part
of a team as well as to work autonomously when required
- Able to work with all levels within the organization
- Able to use initiative and make appropriate decisions
- Highly responsible, reliable, honest and punctual.
- Excellent interpersonal, organizational and communication skills

ADMIN & LOGISTIC OFFICER (Code : AD/L – YG)

OVERALL RESPONSIBILITY
Under the supervision of the CARDI Field Coordinator, the Logistics Officer
will be responsible for the all Logistics management related tasks for the
CARDI School Recovery and Readiness in Earthquake-Affected Communities in
Yogyakarta.

Responsibilities

Administration
- Carry out overall administrative tasks for the office(s) in
conjunction with the Field Coordinator;
- Preparation of monthly payroll, taxes and benefits for Yogyakarta
CARDI staff;
- Ensure the validity of official documents, including but not limited
to international staff visas and work permits;
- Arrange and manage travel for CARDI staff;
- Coordinate and collaborate with Jakarta office on general
administrative issues;
- Develop and maintain appropriate and confidential personnel filing
system for all CARDI employees;
- Ensure that all CARDI staff are trained upon, and comply with CARDI
personnel policies. This ongoing commitment to staff communication should
of course include changes and updates to all personnel and administrative
policies;
- Working in collaboration with the Field Coordinator, ensure that all
CARDI staff receive training upon CARDI’s Code of Conduct. Ensure that all
CARDI staff have signed a training completion note, and that these notes are
kept on each staffers personnel file.
- Coordinate staff recruitment and prepare all necessary documents
(contracts, insurance, taxes, etc.) for the hiring of all new CARDI staff;
- To liaise with Jakarta office for staff’s health insurance
reimbursement process, report of staff movement and monitoring its claim
- Other duties that may arise and are necessary for the functioning of
the office as assigned by supervisor

Procurement
- Responsible for all local procurement of CARDI project equipment,
materials and supplies. The Logistics Officer should ensure compliance with
the CARDI procurement policy at all stages of supply or equipment
procurement, storage, distribution and use. The Logistics Officer should
establish efficient filing systems in accordance with CARDI procurement
policy.
- Working closely with the Emergency Coordinator ensure collaboration
with owners of rental properties (office, car, etc.) and service providers
(telecommunications , etc.) to ensure that CARDI retains access to cost
efficient and operationally appropriate facilities and services. Ongoing
attention should be given to the appropriate maintenance of CARDI
facilities.

Asset Management
- Develop, maintain and publish an Asset register that effectively
tracks the ownership and use of all CARDI assets. Compliance with the
CARDI’s procurement and warehousing policy should be ensured at all times.
- To ensure that all CARDI Assets and Properties are insured with a
reputable and reliable insurance company.
- Implement and manage Warehouse management systems that will
efficiently and accountably record the presence and distribution of all
CARDI supplies according to CARDI’s procurement and warehousing policy.
- Working in collaboration with CARDI program staff plan and implement
efficient distribution systems ensuring that program supplies are delivered
and received in accordance with CARDI’s procurement and warehousing policy.

Vehicle Management
- Ongoing supervision and training of drivers based on internal CARDI
policies and procedures.
- Responsible for vehicle management, including fuel, part consumption
and service scheduling and ongoing movement records according to CARDI
Vehicle Management policies.
- Ensure that all staff and supply movement and transportation
requirements are met in a timely and efficient manner through forward
planning and appropriate asset coordination. Planning should rely on
CARDI’s Procurement & Warehousing and Vehicle Management Policies.

Security Management
- Supervise the effective work of guards and other security measures
implemented according to CARDI’s Security Management Plan for Indonesia.
- Liaise with local UN and Indonesian Authorities to gain information
about security incidents that occur within CARDI’s area of operations.

Facility Management
- Procure and Manage all office supplies and equipment consumables.
- Facilitate payment of utility bills for offices and houses in a
consistently timely manner;

Staff Orientation and Management
- Orientation of all new CARDI staff on Logistic procedures
- Ensure that all Logistics staff are aware and operate in compliance
with CARDI’s Code of Conduct policies.
- Ensure regular communication and information sharing through weekly
operations staff meetings.
- Other duties as requested by supervisor

Qualifications:

- Two years in admin, logistics and procurement experience in
humanitarian aid programs.
- Strong task management skills including attention to detail
- Knowledge of and adherence to INGO Code of Conduct.
- Proficiency in English (spoken and written)
- Computer literate in MS Word and MS Excel and E-mail
- Ability to work in and contribute to team building environment.
- Ability to cope with more than one task at the same time and as part
of a team as well as to work autonomously when required
- Able to work with all levels within the organization

FINANCE OFFICER (Code : FO - YG)

OVERALL RESPONSIBILITY
Under the supervision of the CARDI’s Field Coordinator, the Finance Officer
will be responsible for the all financial management related tasks for the
CARDI School Recovery and Readiness in Earthquake-Affected Communities
Program in Yogyakarta.

Responsibilities:

* Responsible for cash management, cash transactions, and bank
transactions;
* Perform the posting of daily financial entries;
* Ensure proper financial controls are enforced and appropriate
systems are in place;
* Maintain all required supporting documentation for financial
transactions;
* Preparation of monthly financial reports to be submitted to Jakarta
(balance sheet, bank and reconciliation statements, cash count, etc.);
* Maintenance of operating budget
* Maintaining and control Budget vs Actual
* Act as primary liaison between Yogyakarta field office and program
staff in regards to policy or procedure questions;
* Final verification of coding for all financial transactions;
* Submission of cash requests to Jakarta;
* Orientation and training of new CARDI staff for financial policies
and procedures;
* Assist CARDI partners for CARDI sub-grant and general CARDI
financial procedures;
* Ensure respect of CARDI financial policy and procedures;
* Ensure project manager(s) update and submit actual – cash flow
forecasts in a consistently timely manner;
* Review of controls and monitoring of compliance with established
CARDI policies & procedures;
* Prepare staff payroll and benefits for grant allocation;
* Keep updated Monthly Inventory Report for CARDI assets with help of
the Admin and Logistics Officer;
* Responsible for the management and timely reconciliation of all
staff/program advances. This should include the production of regular
advance reports;
* Prepare weekly report on cash and bank balance;
* Liaise between CARDI and banks in Yogyakarta;
* Ensure that any/all staff Finance staff are aware and operate in
compliance with CARDI’s Code of Conduct policies.
* Other duties that may arise and are necessary for the efficient
operation of the office as assigned by supervisor.

Qualifications:

* Bachelor degree in related field and/or proven experience in finance
preferably in INGO settings
* Proven skills and experience in finance and/or administration;
* Fluency in English (spoken and written);
* Computer Literate (Microsoft Word, Excel and e-mail, financial
software is a plus);
* Highly responsible, reliable, honest and punctual;
* Ability to cope with more than one task at same time.
* Ability to work as part of a team as well as to work autonomously
when required;
* To be able to use initiative and make appropriate decisions;
* Excellent interpersonal, organizational and communication skills
